First you need to keep at default settings which is set in the main menu under options. Do not alter the number of starting lives or the difficulty.
Each level consists of four games (Battle Tanks, I/O Tower [Grid Bugs], Light Cycles and MCP Cone) which need to be completed to advance to the next level. To get User you need to reach level 12. You do not need to complete level 12, the achievement will unlock once you start level 12. Each of the levels have a set pattern. Below I have posted videos of how I complete each of the 4 challenges on each level (including level 12, which is not needed for the achievement) with step by step commentary. A lot of the patterns repeat themselves, so once you learn how to do it, you will be able to do it again when the pattern comes back at another level. This makes this achievement less daunting and a bit easier. To get User it is a case of learning what to do in these videos and practicing. What makes this difficult is the limited number of lives you get. You start off with two spare lives and you are awarded another extra life after 10,000 points, which will occur around level 2/3, after that you do not get anymore.
In the spoiler tag below I have put my abbreviated notes I made for each level for my own personal use. They may be of help as they tell you what to expect and when levels repeat. I also put a difficulty rating on each: 1* is easy, 2* is not too bad and 3* are the more tricky ones.

3.BASIC
Light Cycles: 3x2 square left side fast**
Grid Bugs: Two Rows - Bugs on the bottom (bottom row to the right), aim arm up and hug the bottom – then hug right hand wall*
MCP Cone: Right Side, 4 layers, fast*
Battle Tanks: 6 tanks – loop round to left side*
4.FORTRAN
Light Cycles: immediate slow left side*
Grid Bugs: 2 shape - Move to the right in open space and show the three singular bugs above*
MCP Cone: Left Side, 5 layers, slow*
Battle Tanks: 5 tanks – Head to centre, shooting tank first**
5.SNOBAL
Light Cycles: fast sideways P right side*
Grid Bugs: Triangle Prison – Immediately start firing gun and move dead right to escape triangle, then shoot up quickly to clear bugs*
MCP Cone: Right Side, 5 layers, fast***
Battle Tanks: Recognizers – follow set pattern*
6.PL1
Light Cycles: immediate slow left side, with U turn at bottom*
Grid Bugs: H-Shape – head to the right killing bottom corner spider, then start shooting upwards, sometimes can move back to left as a back up**
MCP Cone: Left Side, 5 layers, fast***
Battle Tanks: 5 tanks – Head to centre, shooting tank first**
7.PASCAL
Light Cycles: immediate slow left side, with U turn at bottom*
Grid Bugs: Two Rows – Same as 3.Basic*
MCP Cone: Right Side, 5 layers, medium**
Battle Tanks: Recognizers – follow set pattern*
8.ALGOL
Light Cycles: fast sideways P right side (fairly small), slow down to invert inside P***
Grid Bugs: Triangle Prison – Same as 5.Snobal*
MCP Cone: Right Side, 5 layers, medium**
Battle Tanks: 6 tanks – Head to centre, shooting tank first**
9.ASSEMBLY
Light Cycles: 3x2 square left side fast (two spaces)***
Grid Bugs: N Shape – shoot bottom right bug then shoot upwards to blocking bugs, sometimes can wrap round to left side*
MCP Cone: Right Side, 5 layers, slow*
Battle Tanks: 5 tanks – Head to centre immediately, holding up before game starts**
10.OS
Light Cycles: fast sideways P right side*
Grid Bugs: 2 shape – same as 4.Fortran*
MCP Cone: Left Side, 5 layers, Medium**
Battle Tanks: 6 tanks – loop round to left side, bit quicker than BASIC**
11.JCL
Light Cycles: immediate slow left side, with U turn at bottom*
Grid Bugs: X shape – shoot bottom 2 bugs to escape, then aggressively shoot upwards, sometimes can loop round to left side***
MCP Cone: Right Side, 5 layers, slow*
Battle Tanks: 5 tanks – Head to centre, shooting tank first, quite quick***
12.USER (Not needed for achievement)
Light Cycles: fast sideways P right side*
Grid Bugs: H-Shape – same as PL1**
MCP Cone: Left Side, 5 layers, fast***
Battle Tanks: Recognizers – follow set pattern*
