Neith is actually REALLY good for this. I got this with her last night on the Joust map. Just play really defensive, and keep your B skill on cooldown for escaped when you get jumped on. Use your ult to pick off people at low health, and don't be afraid to go back to base and heal when you need it. I eneded up 12/0/10 with her like this.
Items you use don't really matter for this. I was using the autobuy to let the computer handle my items so I could just fight. It really helps you though if you get a lot of minion kills during a match so focus on last hitting minions while there's no combat going on. Also don't forget your consumables and the jungle camps. Keep potions on handy to heal (to keep your K/D ratio up), and never underestimate the buff camps. The attack speed and damage camps are especially beneficial to Neith.
