  I do not remember when, but early in the game when you are on field, on a main mission I think, you can hear a woman panting (hope it is the right term), look near you, you should see a women with her hands tied walking, when you approach her she falls down and then you can fulton recovery her.
  
  P.S.
  Side Ops Prisoner extraction 06 can feature a female prisoner (at least for me).
  
  EDIT: According to Hitomajiri, Main Mission 23 features a female prisoner inside one of the village's house.

  you have to do side op mission 32 /prisoner extraction 06 .their is also blue prints in that area to

  I found female prisoners simply by doing the first couple prisoner extraction side ops.
