This can be achieved on the third mission. It's best done on the easiest difficulty. There is a group of 3 soldiers located on the bottom right of the map. Instead of immediately going there, I suggest looping around to avoid them seeing you. Once you've crept up behind them, order an air strike (which costs 18,000 Command Points) and aim it at the group of soldiers.
