There are many opportunities throughout this DLC to defeat 15 enemies using any type of hacking. It is possible to achieve this without a second playthrough.

1st location (On the gondolas)
While grappling to Seagate amusement park. You hack a gondola to electrocute a sniper henchman.

2nd location) The Ferris wheel.

Take out the snipers first with a silent takedown. I’d recommend using the fortune teller machine behind the Ferris wheel for a takedown first. Follow the henchmen on the right of the Ferris wheel, he’ll climb the ladder and head towards the back. When he is standing near the fortune teller machine, hack it once, and then hack it again when he’s inches away from it and he’ll freak out. If done correctly, you should get a prompt that says press cn_X for a takedown on a gargoyle.

Also, there are 3 electric floor panels in this area. After you pull the brake to slow down the Ferris Wheel, grapple up to the middle gargoyles in front of the ferris wheel. There will be 2 henchmen walking towards the middle electric floor panel. If timed correctly, you’ll pull off a nice double electric floor hack takedown. For the remaining henchmen, try to lure a henchman into an electric floor panel. Let him see you, chase you, and then activate it.

Total number in Ferris wheel area: 5 takedowns.

3rd Location) Ghost Ship
Make sure to perform a silent takedown on the sniper first. Then, grapple up to the mast of the ship and hack the fortune teller machine. Immediately drop down by pressing cn_B and perform a silent takedown on the guard near the merchant stand. Next, hack the fortune teller machine to scare the henchmen, and rush them to perform a double takedown. You might get a triple takedown if you’re lucky.

Total number in Ghost ship area: 2 or 3. (Three if you’re lucky)

4th location) Inside Ghost Ship (Huge predator room)

Again, perform a silent takedown on the sniper first.

There will be a glowing Kraken head and a glowing skull in this room. You can’t miss it. Hack the Kraken head, make sure you have at least 4 henchmen highlighted with the hacking tool before you do. Once they are all near the Kraken head, hack it again and a noxious gas will incapacitate them.

Now, for the glowing skull, you’ll have to reduce the henchmen down to 5. Once there is 5 remaining, hack the glowing skull to attract at least 4 of them near it. Make sure you’re at a vantage point near the skull. Hack the skull again and a smoke cloud will disorient them. If done correctly from a vantage point, you should get a prompt to press cn_X for a takedown. Keep pressing cn_X until all four are incapacitated.

Total number inside ghost ship: 8 takedowns

On a side note, you can actually disable the lights in this room by hacking the panel on the hanging lights below the ceiling.

Here is your post-game solution!

Basically, find the enemies in the middle of the map (8-10 of em), lour them close to the ferris wheel as you see in the video, the next step is to try and hide to lose aggression from the enemies.

Once you do, jump across the bridge again and use your hack device on the PA tool, it'll stun ALL 10 ENEMIES at once, then just do a fear takedown like crazy, you should get 6-8 of them depending on how fast and efficient you are.

Once you've done those, flee and either save & quit (by entering an interior area like the 5th recording office) or wait for auto save. Then quit and reload, you'll find the ferris wheel PA and the enemies in the centre reset.

Do this twice and the cheevo is yours. Tested postgame and it works.
