If like me you're terrible at Freecell and can't solve even the easiest of games, I found a solution for game #5 that only uses two Freecells.

Load up the game and open the Menu. Click on Game Options and enter 5 into the 'Enter game #' box and press Play.

Follow these steps to finish the game and net the achievement:

1 - Jack Spades onto Freecell
    2 - 6 Clubs onto 7 Diamonds
    3 - 6 Hearts onto 7 Clubs
4 - Queen Diamonds onto King Spades
5 - Jack Hearts onto Queen Clubs
    6 - 5 Hearts onto 6 Clubs
    7 - 9 Hearts onto 10 Clubs
8 - Queen Diamonds-King Spades onto empty column (Move King Spades so it takes Queen Diamonds with it)
9 - Jack Spades onto Queen Diamonds
    10 - 6 Hearts-7 Clubs onto 8 Hearts
    11 - 10 Hearts onto Jack Spades
    12 - 9 Spades onto 10 Hearts
    13 - 6 Hearts-8 Hearts onto 9 Spades
14 - Jack Hearts-Queen Clubs onto King Diamonds
    15 - 10 Spades onto Jack Hearts
    16 - 2 Hearts onto Freecell
    17 - 5 Spades onto 6 Hearts
    18 - 4 Hearts onto 5 Spades
    19 - 10 Diamonds onto Jack Clubs
    20 - 3 Spades onto 4 Hearts
    21 - 5 Clubs onto 6 Diamonds
    22 - 8 Clubs onto 9 Hearts
23 - Jack Diamonds onto Empty Column
    24 - 8 Clubs-10Clubs onto Jack Diamonds
    25 - 5 Hearts-7 Diamonds onto 8 Clubs
26 - King Clubs onto Freecell
    27 - 9 Clubs onto 10 Diamonds
28 - Queen Hearts onto Empty Column
    29 - 9 Clubs-Jack Clubs onto Queen Hearts
    30 - 8 Diamonds onto 9 Clubs
    31 - 7 Spades onto 8 Diamonds
    32 - 5 Clubs-6 Diamonds onto 7 Spades
    33 - 9 Diamonds onto 10 Spades
    34 - 6 Spades onto 7 Hearts
    35 - 5 Diamonds onto 6 Spades
    36 - 4 Spades onto 5 Diamonds
37 - 4 Spades-7 Hearts onto Empty Column (Move 7 Hearts so it takes the rest with it)
38 - King Hearts onto Empty Column
    39 - 9 Diamonds-Queen Clubs onto King Hearts
40 - King Diamonds onto Freecell

The game will now complete itself and the achievement will unlock when it shows the stats page after the animation.

EarthboundXHmm, may have figured out why it glitched. Found a website from another TA guide for a different game. It was for tracking achievements. When I went to this game there after making an account, it said I already met the requirements of this achievement. But since it glitched, and didn't pop the actual achievement, there's no way for me to meet the requirement again, since the game already thinks I have.

Doesn't explain why it glitched, but it explains why doing it more than once doesn't fix the unlock, as the game already thinks I have it, even though it's still locked in the awards section of the game.

I've been giving it another try each time the game has been updated, but I think I just have to accept there's nothing I can do. I'd contact Xbox support, but there's no way they'd be able to help. They'd probably just send me here to TA.

After starting up a game of FreeCell, open up the menu (in the top left corner, button with 3 lines that says "Menu") and click "Game options".

Enter "164" (without the quotes) in the "Enter game #" box and press "Play".

This will set you up with a very easy game, one that can easily be beaten while only using two of the free cells in the top left. It's possible to beat this game without using the free cells, but you can still use up to two at once.

If at any point you use up a 3rd free cell, you must restart. If you restart, make sure you're still playing on Game 164.

EarthboundXHmm, anyone know of a tutorial to do this game with no cells? I've done this achievement over 15 times now, and it just won't unlock. So my last thing to try is to play a game where I use no cells at all to see if that would work. I've tried game 164 few times, but I stink at Freecell I guess, so I haven't been able to do it using no cells.
