but you have to get 5 times the personnel (250). once you unlocked mother base and the fulton recovery system, just knock out an enemy by using CQC or the stun gun. walk up to the body and hold Y. this will use a fulton balloon to extract this guy. you don't have to wait until the mission is over, the achievement pops right away.
don't go for it as it will unlock while naturally playing the game. i actually have had 1300 people rescued by fulton after completing 36% of everything in the game.
