  Really easy solution build a metal bridge with no supports on bridge 7 in Central Mainland (2nd area)... it works. You will also unlock all previous achievements.

  If you want to get an even higher score, you can use a steel cable under the 7th bridge on the second island and only two vertical wooden pieces and get 40,100 less than specified, not that it really matters until you are going for the Chief Engineer achievement.

  The link shows a $30k budget, but Xbox version has a $50k budget with an $18,800 bridge making it very simple.
