Huh, surprised this hasn't been mentioned. If you intend to farm this, or simply don't like every enemy getting random immunity/resistance/etc, then the best place is Fallen Mire. Undead archers spawn all over the place in the rivers/swamps. Just turn Walk Softly on and wander through a river until there are no more enemies, and then wander over to another river/swamp. The swamps are all over the place, so it doesn't take long to find one. Took me 15-20 minutes to go from 4 to 20. Even with the bonus stats the archers are easy to kill.

Note that only enemies that are "promoted" count for this achievement. If you highlight them using the tactical camera they'll have a promoted status effect. They also have much more HP than enemies of the same type.
