  Ok, so to get this, you need to make the humans drunk, overweight, lazy and not feeling well.
  
  So from the symptoms tab you need to buy the first 2 (Santa's little neurax worm and festive tendrils) obviously.. then buy sloth, gluttony, jealousy. Indulgence, partying and intoxication.
  
  A message should pop up shortly after followed buy the achievement.
  
  
  Edit: it's in scenario mode. Santa's little helper
  
  Edit: I just tried it on another account, seems like you don't need indulgence and partying... But it again might be random if you do/don't need them.

  Devolved indulgence and partying and just had intoxication, sloth, gluttony and jealousy and it unlocked!
  
  Edit: Rhyolitic - I opened up the Trojan Plane ability and got the Red Suited Pilot one (left side of the Trojan Planes, all the way up) and it unlocked right away. It seems to me that that is one of the requirements. I did have Indulgence and Partying devolved at the time.

  I was following your list and had just evolved Intoxication. I hadn't devolved anything yet, and no random symptoms of anything had come up. While waiting for DNA bubbles, this achievement suddenly popped! Thank you for the solution.

  This achievement needs to be reported as buggy; because that's what it is. I've tried each guide and everyone's comments and nothing,

  I had to get the first level of the thing that makes them content... Top middle and then it popped....

  Use the scenario 'Santa's Little Helper' under the Official Scenarios group. Gene sequencing does not matter. Difficulty does not matter, though I recommend casual. Starting country does not matter. As soon as you can, evolve the following symptoms, while devolving any mutated symptoms.
  
  Santa's Little Neurax Worm
  Festive Tendrils
  Sloth
  Gluttony
  Jealousy
  Indulgence
  Partying
  Intoxication
  
  Once you evolve Intoxication, devolve Partying and Indulgence. Continue to devolve any symptoms that mutate, and evolve the following abilities:
  
  Gift Plane
  Present Parachute
  Chimney Shoot
  Red-Suited Pilot
  
  Shortly after all of these symptoms and abilities are evolved, you will get a popup stating that humanity is on the naughty list , and the achievement will unlock.
  
  Lumps of coal all round!
