Best way to get this is to level up one of your character's outdoorsman skill to 7. There are three tiers of perks to unlock with this skill, the last one being a reveal of all shrines and hidden caches on the map. You must purchase the two perks beforehand to unlock the third. After purchasing this perk you will unlock this achievement. You must have also progressed to California, the second map area in the game for it to unlock.
