Easiest way to get this achievement:

1. Hijack a police carriage.
2. Recruit a Rook and wait for him/her to get onto the carriage with you.
3. Press LB to get onto the roof of the carriage.
4. After the passenger Rook takes over driving, press B to drive again.
5. Repeat until achievement.
