You first get the smoke grenade during the mission Old Tricks in the Queens area. This is another tutorial level so the game will show you how to use the smoke grenade. Send Fish to the nearby cop and when prompted, hit A to release your smoke bomb to get away. Then you can restart the level and keep doing this process until your achievement pops! You do not need to complete the level in order for these to count
