You first get the turbo on the mission Drag Race in the Lower Manhattan area. This is another tutorial level so it's very simple and the game will tell you how to use this ability. Simply hit Y once you get into the "car" and that will count as one use. You can use turbo twice then restart the mission until you have your achievement! You do not have to complete the mission for these to count
