  In order to get this achievement is to start a rivalry with the NXT Champion while being the #1 contender. To start a rivalry is do a run in for their entrance and knock them out with your finisher and several moves to KO them. Then when you're getting interviewed by Renee Young she asks about the rivalry and say either one of the 1st two choices (left column). You'll know when the rivalry is locked in when it shows in the status on My Career home. Just battle till the next PPV event then win that match to win the championship and the achievement will unlock so will the promoted to RAW achievement as well.

  I'm number 1 contender, faced the champion twice at a ppv and still no nxt title for me... Im now on my 7th ppv the 3rd against the nxt champ and again no title?! Help!

  You have to start a rivalry with the champion in order to get a title shot. If you start a rivalry with another superstar than you'll never get a title shot and you'll waste a lot of time to get it. The career mode only lasts 15 years.

  So I went through a rivalry with Finn Balor. Not sure if I was the #1 or #2 contender when it started, but I was definitely #1 midway through and before the Arrival PPV started. We fought at the event, I won by pin fall, but I did not get the belt. I was pretty frustrated but started the whole cycle again. It took quite awhile before a show popped up that Finn was in but wasn't wrestling against me (so I could actually run in to start the rivalry). I managed to get into a rivalry with him 2 shows before the PPV, while ranked #1. Now the event is here and it says "Normal" match, which is what it said last time. Is it supposed to say Title Match? Am I missing something? Was the last time just a failure because he initiated the rivalry and/or I was #2 instead of #1 when it started? I'm confused and frustrated.
