To obtain this achievement simply go into your garage. Car I got it with is the toyota supra. I went full grip with this one. The parts I used are as follows:

Sway bars part is a R part
Air filter is a S part
Cooling system is a S part
Intake manifold is a S part
Fuel system is a S part
Forced induction is a S part
Electric system is a S part
    Ignition is a S part
    Ecu is a S part
Engine block is a S part
Cam shaft is a S+ part
Cylinder heads is a S part
Exhaust manifold is a S part
Exhaust system is a S part
    Clutch is a S part
Nitrous is R part (doesn't matter)
    Suspension is a S part
    Differential is a E part
    Tires is a R part
    Brakes is a E part
    Handbrake is a E part

Your car will need more handling parts than horsepower parts to be able to tune to full grip. Once you've added the necessary parts press B to go back and go to the tuning selection. Press Up to select the handling style and select yes to change it. Push the blue dot all the way to the right for max grip and press A to confirm. Go back out to the main garage car selection area and the achievement will pop.

Works on any car except some cars like Ferrari where you cant customize individual body parts. Just apply the extreme parts (marked by orange) for all components. the last part is unlocked at rep level 50! so it cant be unlocked any earlier. Then go to handle tuning and move the sliders for each category individually all the way to the right(grip) or left(drift). You will probably be just an inch closer to achieving your target. That inch is obtained by applying other spoilers over the stock spoilers. Go to visual customization to apply new spoiler. This will unlock the downforce component which was previously locked in handle tuning section. Slide this as well to right or left and confirm the settings and the achievement will unlock
