First off, I realize I don't have the achievement yet, but I'm working on it, as I just completed Alaska and got access to Chicago.

Out of the 21 levels in Alaska, only 18 can have stars earned (the other three have a star as their respective level icon). Out of the remaining 18, there are two (technically three) mission types: pickup/deliver missions where your star rating depends on how much time you take, with collisions deducted the red bar for your star rating; and park as many times as you can within a set time limit, with your star rating going up as you park (the third is the same as the second, but you earn extra time as you park).

For the first, take your time and whatever you do DO NOT HIT ANYTHING, as it will lower your rating each time you do. While hitting fences and other stationary objects will definitely slow you down, hitting other cars will make them stop in their tracks for a few seconds; this is particularly aggravating if it happens at an intersection where you're both turning. If you take your time and avoid objects, a three-star rating shouldn't be an issue. Also of note (which I didn't start using because I use a keyboard instead of the on-screen touch controls), is make use of the reverse camera when backing up. Sure, your vehicle still obstructs your view, but it's a clearer view than hoping there's nothing behind you.

For the timed missions, go as fast as you can without hitting anything, as it slows you down (it doesn't deduct from your star rating, though, but it can fail you if the red bar in the top-left corner depletes fully). I didn't have any issues with these (except for that one time I hit a cone and popped the front end of my truck sky high with five seconds left).

So the bottom line is really just avoid hitting things whenever possible; your speed will be much better than trying to blaze through everything. After all, it's a "simulator", so it's partially based on reality, I suppose.
