You will be able to upgrade your character and edit stuff after completing Mission 2 (New World), the menu to upgrade your Cybernetics Core will be on the main platform in the middle of the room nearest to where you spawn, simply buy all the upgrades in a Cybernetic power line (Control, Martial and Power, you only need to upgrade one :D).
Just buy all of the upgrades twice and you get a nice 10G to your account ^-^.
(Most of the time you will need to do Mission 3 as you most likely won't have enough points, you require at least 13 points).
