On "Genosha" right after the cut scene of meeting your fan girl you'll spawn behind a guy. This is the section you need to complete this on. Be sure to stay to the left path and kill the enemies up top. Once you do this drop down at the end of the path to get your 4th kill. The achievement will pop a little after you kill the others.
