You get chaos from making military owned assets explode. Everything from the items you must blow up to liberate settlements to the random enemy jeeps driving around counts.

In the course of obtaining the 100% achievement, you should earn almost exactly as much chaos as you will need to get this achievement at the same time. I reached 100% game completion with 1,060,000 chaos.

The only real way to grind this if you end up short at the end of the game is to revisit re-oppressed areas, whether that's by replaying weapon frenzy events or using the "Re-oppress and fast travel" option on a settlement after campaign completion. The chaos you generate is always added entirely to your total chaos, and not simply e.g. the extra 5,000 you got over your personal best score.

Chaos also accumulates during the DLCs, so you have more opportunity to work on this should you have not accumulated a million chaos in the retail campaign.

sleeptonesbrThat Achievement stucks for me, and the rest after that one never unlocks (like finish the game, get all vehicles, etc.)

Mobius EvalonIf you open the achievement app on the Xbone and check out the list for Just Cause 3, it's likely that all of your stuck achievements are labeled as "Done, unlocking'. This is just a fact of life for Xbone users because of the way achievements work now, and there is absolutely nothing you can do about it besides wait for it to sort itself out. Sometimes it takes a day, sometimes it takes two months. Recovering your profile, resetting the console cache, etc. all don't do anything to help.

Broton69It is glitched on the PC version as well, I have 1.1m chaos and it is not unlocked.

Broton69finally got it at 1.35m, I would guess do to me having teething troubles with a faulty power supply, and the frequent early crashes.

Mobius EvalonYou weren't having problems with the achievement marked as "Done, unlocking"? I got this achievement the second I rolled over into seven digits with no delay at all, so I'm still prepared to blame the Xbone's terrible achievement system.

The SCHWARTZ 00Just wanted to add anything you destroy in the DLC packs counts for this achievement. So even if you miss getting a million in the base game, you can rack up about 200K if you own the Mech Assault and Sky Fortress packs, and there will surely be another chunk of Chaos to be earned when the Sea Expansion is released.
