The requirements for this challenge are very similar to Halloween Party in The Evil Within. Scavenging for resources is something that is pretty routine throughout the game, so performing this action will come naturally. In order to unlock this challenge, the community will have to cumulatively scavenge 15,000,000 resources by the end of the year as the description states; so it's not known for sure if this will even happen.

You specifically need to bring back supply bags. These are the ones that take up two slots of your inventory and can be opened to reveal items inside, but don't do that as they need to stay in their bag form. You can either manually carry them into your base or you can have them stored in a truck and drive up to have them automatically taken in, both ways count.
