In career mode there will be a section called 'Junior'

Choose the fourth set events and the 5th race.

Finish first, and the achievement will unlock in the loading screen.

If you are having trouble with these kinds of races as I did, try holding cn_LT and cn_B at the same time when you drift.

(You will need at least 12000 points and complete the race in the time limit)
