This one can be obtained without any additional characters. In the second scene once you enter the hotel, there is a slide pad to the right of the room with three baggage carts. One red, one blue and one yellow. Simply shuffle them around to line up on the corresponding color on the floor, and the minikit will appear after a brief NPC animation.
