Head to Arcade -> Survival and pick any map.

Using the 1st level as a reference head to the left and buy the cheapest gun - for me it was Slugger Cobra for 60.

Head to the bottom right to the flashing spanner where you can purchase upgrades. Spend 40 on either of the upgrades and the achievement is yours :)
