This achievement is supposed to pop after you convince Jayma (Female Hunter) to join your tribe. When you confront her she'll give you a quest to hunt down a brown bear that is easy enough, upon killing said bear a cutscene will occur where she speaks to you, she'll then join the village.
This is another on the list of achievements that I have not gotten to pop although she has joined the village and her hut is fully upgraded.
