  The solution above is correct, but it is somewhat confusing.
  
  Simply, you get boosts by flicking the right stick up, you can see how many you have in the bottom right of the screen, then you use boosts by pressing X.
  So basically use boosts 20 times in a race and win.

  I'm having the same problem achievement is glitched it shows I have unlocked it in the rewards but will not pop on my gamertag.

  I closed out of the game and opened another game Mr. Driller Drill Land and re-loaded the game. After reloading the achievement in the game was not showing unlocked I did another gate relay race with the 20 boosters and it unlocked so now I got full game completion. I hope this helps anyone else who's trying to go for this.

  I can corroborate the earlier comments. This game definitely has achievement issues. I should have unlocked the Flipping Out achievement while making progress towards this one, but I ultimately had to switch game modes to unlock it.

  All you have to do is boost 20 times in a single race and win.
  Select Gate Rally, easy difficulty against bots with the minimum 8 laps, it does not matter which map. Start the race and proceed to earn boost by flicking the up, you can have 5 boost maximum at a time, so flip 5 times use the boost 5 times then repeat 3 more cycles for a total of 20. You must win the race for the achievement but it will not be difficult seeing as how you are boosting so much and will most likely overlap your opponents. Once you win the race the achievement will pop on the post-race screen.
