UPDATE 9/12/2017: It appears that with patch 1.7 the devs have made this achievement more difficult to obtain. You must now craft a high-end
item - crafting materials as instructed in my original guide seems to no longer work. The way you craft, gather materials, etc. is all still good from my guide below - however, you must now craft an actual item and not just a high end crafting material.

The Division and am therefore not able to play back through the game and see the changes that have been made to the game to provide an up to date solution. This achievement requires you to craft one "High-end" item. High-end items are yellow/gold
and the items I suggest you craft even
tell you that they are high end items:
As you can see, you have access to crafting "High-end" materials very early in the game. Each High-end material requires you to have 5 of the Specialized (Blue) materials in your inventory. So if you have 5 Specialized Weapon Parts or Tools, the achievement is yours!
If you don't have the necessary materials, you just need to find them. There are light gray shaded areas all across Manhattan that provide you with crafting materials, ranging in rarity and quantity. Alternatively, you can obtain materials by deconstructing unwanted items in your inventory by marking them as junk with
and then holding down
until they are deconstructed. Once you have 5 Specialized of the same material, go get your achievement!
