Just to advise - you will actually receive this achievement right at the end of the season in which you have qualified to reach the top division in whichever set of leagues you are playing.

You won't receive the achievement when the game tells you that you have achieved promotion to the top league - and that might be several games before the season ends if you are far enough ahead of the third and fourth teams on the table.

I received the achievement after the last regular league game in Division 2, but before any Cup finals or European championships.
