For this achievement, you not only have to upgrade the three core systems (oxygen filter, water filter and generator) to their top level in each of their three categories, you also need to upgrade both of the shelter doors to level 3 each. I'm unsure if the workbench upgrades are also required for this to unlock, as I already had it at level 4 by the time I finished on both of the doors. Upgrading all of these objects takes a lot of materials, and so it is better to upgrade them as you go along rather than try to save up and do it all at once.

In the process of getting this achievement, you will also unlock the 'Tinkerer' and 'Push It to the Limit' achievements, which are for upgrading any core system once and fully upgrading any system respectively.

This achievement requires that you fully upgrade the generator, oxygen filter, water filter and both shelter doors. I've made a list below of all of the materials you will need.

EDIT 4 January 2017: As of the 1.3 title update, the radio is now upgradable, and it must be upgraded thrice as a requirement of the achievement. I updated the shopping lists below to include their materials, but with the assumption that the other materials needed did not change.

In addition to the above required items, you will probably also need to fully upgrade your workbench and you may want to build a recycling plant. Here is the shopping list for those two recommended items:

As you can see from the above lists, your top needs are metal (269), pipes (158), wiring (112), switches (102), rubber (93), transistors (95), valves (88), fuses (78), hinges (69), and plastic (64). Of these items, you can get all the hinges, metal, pipes, wiring, transistors, fuses, and plastic you need from recycling scrap metal and circuit boards. That leaves switches, rubber, and valves as the three materials you must hoard for this achievement. These cannot be recycled (at least not in any significant quantity); you must scavenge or trade for all of them.

So the moral is, whenever you're out scavenging, always take all switches, rubber, and valves you find. They can be found in any kind of building. If you need to leave behind things of far greater so-called value, so be it; they aren't as valuable to you as switches, rubber, and valves. Also, try to trade with every fellow survivor you meet and give them whathever they want for these materials.
