    after world war/cold war era u can add a police station to locate special citizens such as rebels, rebel leaders, and faction leaders.

    killing rebels/faction leaders will not work. i thought my game was glitched since i killed 10 rebels. needs to be a rebel leader

    I MulligaN ISeems to be bugged for me, Killed a 'Rebel leader; about 10 times now, Did anybody else have trouble unlocking it?

    TheOnlyMattoNo but it wouldn't surprise me to know this achievement was glitched. I killed at least 10 before I noted the rebel leader and it popped.

    I MulligaN IFinally got it to unlock, unfortunately I must of met the requirements in the last 30hours while the Xbox servers were struggling.

    Incase it helps anybody who is the same circumstance as me with this achievement or any other in the game.

    Unfortunately I have found that you carnt just meet the requirements again to unlock the the certain achievement you are after. What you will need to do is Delete all your save data from your Box then when you load up the game again, Refuse to sync with the Cloud. Now you can attempt to get your achievement again and it should unlock, reason being for this is the game actually Does a Auto-Save every time you earn a achievement which I'm guessing also sends the signal to unlock it on your gamertag.

    EarthboundXHmm, I just killed the first rebel leader I saw and this unlocked just fine. It has to be a rebel leader, which is the yellow raised fist with a line through it, it can't just be a normal rebel. The normal rebel just has the yellow raised fist, no line.
