This is the 13th Campaign mission

It requires you ultimately to attract 400 tourists to the island in a set time limit (15 years).

I highly advise using this mission to end strongly with a great Tourism industry and Military.
Try to spend all of your money before the mission objective is completed otherwise it will be gone forever, even if you just lay down the blueprint for the construction company it will still count and will be still there for the next mission.

A booming industry based income will be useful too, as your natural deposits will be running low.

In fact anything you can have to help keep the general population happy will greatly help in the final mission "Hope" because you will return to this island to play the final mission.
