If you're following the main campaign, this will most likely come through natural progression.
Any goods manufactured by the buildings in the Industry (Luxury Goods) will count towards this.
To get this quickly in sandbox mode, start a large island in modern times with unlimited money, abundant resources and a high population. With unlimited money quick build everything. Build a few additional docks and increase their budgets to full. Get a drydock, pay for the upgrades. To get this as fast as possible, you'll also need power, so build a series of Geothermal power stations (as these require no inputs) and buy their upgrades. Hire foreign workers to fill the vacancies. Now you can start on the actual goods!
All the luxury goods factories require inputs that you either import raw resources or produce them, or for the vehicle factory you need steel. These are the luxury goods and the raw resources you will need.
Cigar Factory - Tobacco Plantations
Rum Distillery - Sugar Plantations
Jewelry Workshop - Gold Mine
Vehicle Factory - Steel (Iron & Coal mines), Bauxite Mines
Chocolate Factory - Sugar and Cocoa Plantations, Milk from a ranch (after upgrade)
Electronics Factory - Bauxite and Gold Mines
You don't need all of these, and can build as many factories as you like, but keep track of your inputs to make sure your plantations are meeting the demands of your factories. Don't forget plantations to feed the population! Purchase all the upgrades that improve efficiency and max the budgets of all plantations, mines and factories
Finally, build teamsters offices, some close to the docks and some close to the production facilities. Max their budgets. The achievement will come over time.
