To start with, you will need to identify a faction leader. This is easiest done during or after the World Wars era, as a Police Station will do this for you automatically. Build one if you don’t already have one and wait a while.

After a short while, go into the almanac using cn_LT and cn_X. cn_RB twice down to People, then use cn_LSd or the cn_dpad to scroll all the way to the bottom of the menu where you will find “Special Citizens”. Special citizens include rebels, crime lords and faction leaders!

If there are no faction leaders listed, wait a while and try again. It took me about 2 months in a Sandbox game before the first leader was identified so it won't take too long.

Alternatively just check the special citizens every now and then as you play through the campaign.

Pick any one of the Leaders with cn_A and on the right hand side will be a sub-menu with an option to bribe for $2000. Confirming this option will unlock the achievement.
