Unfortunately, I've not been able to find a great place to do this in free roam. I've spent hours trying to find good spots and it just never works out for me. On the plus side, this is extremely easy to get in the first yellow zone you visit in the game, Earlston.

As soon as you talk to Ned and exit the safehouse, walk west about 50 feet and you'll see a "free the prisoners" event. A single guard is standing here with his back to you, so sneak up and take him out with cn_RS. Now, run due south until you find a school bus and a couple of porta potties, and bump your character against one or the other before returning directly to where you just came from. The same enemy has respawned and you can repeat until the achievement is done.

I've also made a video of this process if you prefer to see the method in action:

JoKeRWiNs89A good place to do this is in the prison area near the end of the game, lots of free prisoner events and guards are minimal. do one go back to the safe house and it will reset a prisoner event, just be mindful of patrols. I honestly found this area t b the easiest. Happy Hunting

Mobius EvalonIt's been forever since I played, but I do not believe so. I'm about 85% positive that I had to start a new game to reach this point in the campaign to make the video.

While this part is not shown in the video, you will need to buy a hack RC car. You then must run it under the gate to open the door. I would also suggest capturing the nearby strike point so that you may start here if you mess up. Just follow The video guide. Enemies will not always be in the exact same spot so do keep this in mind. I managed to do this on the hardest difficulty. Please give the creator of the video a thumbs up on YouTube if this has helped you.

In ashgate yellow zone if you look at the map you will see a large rectangle area,on the bottom right you will see a line that signifies a underground walkway, if you go back and forth from one end of the street to the other this way there is someone who can be saved on each side and it keeps respawning

Ohh WerdThis worked perfectly for me where I was at in the game.

I had both of them spawn on the same end of the street in my game but 20m apart. I just went back and forth, took them both out, then ran down the alley and back to reset it.
