  No tricks necessary. In the third area of the story, Holloway Red Zone, go to the strike point due south of the start (car park chop shop). You need a motorbike obviously. Take ramp on the east side the building to jump up to 2nd floor and then use bike to power generator. After the generator opens the door, drive up to 3rd floor and PLOP. The 3rd floor is where the gun locker is. Should unlock anywhere on the 3rd floor.

  Yes, you need to get close enough to the strike point for it to show on the map but it south of where you start the Holloway Red Zone.

  What kind of description is that?!?
  I finished the game 2 months ago. How the hell am I supposed to remember where I start a zone ?!? Wtf
  You could've posted a screenshot. Or say a close strike point near it

  Luku you should have gotten the achievement if you were grabbing all of the strike zones. Other than that its pretty simple. Go south in the third area where you use the gas mask. The outpost should pop up.

  This achievement can be obtained fairly easily in the 'Holloway Red Zone' district. What you will need to do is take over the Strike point located on the map below called 'Car Park Chop Shop'.
  
  

  

  
  In order to capture it, you will need a motorcycle to power up a generator on the 2nd level of the car park which will open up a shutter blocking access to the next level (A motorcycle can usually be located nearby). Once you have used the motorcycle on the generator, get back on it and ride it around and up to the 3rd level of the car park that was previously shut off. Once up here the achievement should automatically pop as this is essentially high enough.
