The fastest way to get this achivement is to be patient and save all of the coins you get in loot boxes for a while. Wait until a hero gets some freebie 1000 point costumes and/or a good number of 250 point unlocks. You won't know which hero will get lucky, so you have to just keep opening boxes and saving your coins. It counts as unlocks when you earn a character's achievements, so keep working on as many of those as you can in the meantime.

You will likely need to have amassed at least 2000 coins before you'll have enough to get 50 unlocks, but possibly much more depending on your luck with achievements and rare unlocks.

Once you have saved enough and identified which hero is getting good unlocks for you, begin by buying all of the cheap 25 point sprays that are unique to the character. Make sure that any sprays you buy with coins are actually specific to that character, because the all-purpose sprays will also show up on any list.

It would take an enormous amount of time to earn this just from opening loot and spending your coins only on the 1000 point costumes, as most normal players would. Don't be tempted if you want your achievement.

How do I unlock Decked Out?
You must get 50 cosmetic items for any hero of your choice. Currently their is no way to sell/get rid of items, so this is cumulative. Items include skins, hero-specific sprays, highlight intros, emotes, and voice lines. Player icons and general sprays are not included.

This will be earned naturally if you plan on playing for a long time, but if you want to earn it as soon as possible save your credits until you can buy enough cosmetics to raise a heroes' total to 50.

You can check how many cosmetic items you own for each hero by going to the Hero Gallery from the home screen.

How do I unlock cosmetic items for my heroes?
Loot boxes
This will be the way your get most of your cosmetic items. Loot boxes are awarded when a player levels up or for wining 3 games in the arcade (up to 3 loot boxes a week). A free loot box is also given if you log on while a seasonal event is going on.

During the Winter Wonderland event, 5 free loot boxes were given to anyone who logged on in the allotted time. This shows Blizzard isn't opposed to giving away free loot boxes on special occasions.

Spending Credits
All non-promotional, non-seasonal cosmetic items are available to buy at anytime. Seasonal cosmetic items are available during their respective seasonal events, but cost three times as much. The cost to purchase cosmetics are as listed

Rare/Blue (Skins and Victory Poses) - 75 (225)

Spending Competitive Points
Every hero has a golden weapon that will be gold for any of the heroes' skin. Every golden weapon costs 3000 CP.

All Overwatch achievements will unlock a spray, but only hero-specific sprays will count towards this achievement. The hero-specific sprays will unlock for the heroes you unlocked the achievement with. These sprays are the "Pixel" and "Cute" sprays.

Blizzard sometimes include limited times/special cosmetic items that can be obtained by doing something other than playing Overwatch. Some examples include buying the Origins Edition of Overwatch (which is the only edition currently on the Xbox), buying a BlizzCon Virtual Ticket, or cross-gaming promotions. If you do not have the promotional cosmetic item, it will not count as towards the total cosmetics show on the Hero Gallery screen (i.e. since I completed the Nexus Challenge, I see XX/72 items for Genji while someone who did not complete it will only see XX/70)

Every time you level up, you will be awarded with a loot box that contains 4 cosmetic items. If there is a seasonal event going on, you will be awarded with a free seasonal loot box and any loot box gained through leveling will be a seasonal loot box. Seasonal loot boxes will contain at least one seasonal cosmetic item.

The best way to earn experience seems to be playing Quick Play in a group.
This will earn you the following bonuses: First Win of the Day, Win (statistically 50% of time), Match Finish, Time in a Match (average match is 5-10 minutes), Consecutive Match, Medal (usually a Gold or a Silver) and Group Bonus.

The only way to earn credits is getting duplicates in loot boxes. The amount of credits given from duplicates are the same for seasonal and non-seasonal cosmetics.
