  The easiest place to do this is in the town sewers. There are many suiciders down there and propane tanks. Just shoot the propane tank when a suicider gets close, and bam 12 gamerscore. I did this accidentally in the mission Let The Waters Flow in Chapter 6, but I'm sure if you are past that point already, you can come back and still get it easily.

  I didn't unlock this achievement by shooting a propane tank or red barrel close to a Suicider but according to some of the other guides it will work that way. If you decide to go with using a grenade, I do know that it has to be a standard grenade, it won't work with the incendiary grenades or Deo-Bombs. Regular grenades are a little harder to come across in the game, but there is a shop in Act II in the streets of the City of Moresby that sells them, $600 each. It's not that far from the church, about 155 meters Southwest of it. The shop is just around the corner Northeast of the entrance to the Police Station. It might not be available right away when starting Act II, but I'm not positive on this and could be wrong. I just know I didn't notice it until a little further along in the game after you go through the Police Station for the first time. So if the shop isn't there, play most of Act II and it should spawn after you visit the Police Station.

  If you’re having trouble finding both things in the same area or just have bad luck with grenade throws, then go to the town hall.
  
  Although it’s a pain to get back to it has a grenade on the balcony & a suicider in the courtyard below. Use the warehouse as your starting point. To reach this you have to enter the very southwest sewer entrance in Moresby. Once in the sewer run straight until you hit a wall, then go left. The rest of the sewer is pretty linear & easy to figure out.
