Deliveries can either count as a Fragile Delivery Opportunity (usually a package given to you by one of the NPCs dotted around the rooftops) or a standard Delivery Opportunity, which are those packages that need transporting from one electrical box drop-off to another, or as a Covert Delivery according to Doc Buddha
Any of these count towards the 10 needed for this achievement!
It is also worth noting that if you are struggling on the standard Delivery Opportunities then you can abort the mission from the pause menu and then go back to it, and the finishing location will have changed. These appear to be randomised so dont keep struggling on one if it is too difficult. I am pretty sure the Fragile packages are not randomised though
