This couldn't be simpler. Simply collect gems as you proceed through the game, and when you come across a shop, enter and purchase the shield.
Top tip: shoot the shop sign 5 times before entering, as it gives you a discount! I believe the shield then costs 165 gems, which you should be able to collect across just two rooms at the beginning of the game.
