To create a character, you need to return to the planet D'Qar when it becomes available on the galaxy map. You then need to select "Land on D'Qar". I believe it is available after you complete Chapter 1. When you arrive, head outside and turn left. Head through the next door on the left. Go through and to the back of the room. Interact with the bed to create a character.
