To earn this achievement you need to rank up a certified item three times so it says "Veteran." The requirements of each item are random, but the first issue will be finding a certified item. They will only drop from an
online public or competitive mode. Private matches and exhibition cannot be farmed like other achievements that require specific items. The drop rate is quite low so it can take a long time to get one, or just trade for one with another player. The item will say "Certified" directly below the rarity level.
Once you have the item go to your garage and see what you have to do. Possible requirements are:

50 - 100 - 200 - - Centering - - Hit the ball in front of the other team's goal.
50 - 100 - 200 - - Clear Balls - - Hitting the ball out of the area around your goal.
50 - 100 - 200 - - Shots on Goal - - Hitting the ball at your opponents goal.
25 - 50 - 100 - - Goals - - Score the ball.
25 - 50 - 100 - - Aerial Goals - - Score from a hit above the height of the goal.
25 - 50 - 100 - - Longshot Goals - - Goals from your side of the field.
25 - 50 - 100 - - Backwards Goals - - Score while driving in reverse, or with your rear bumper.
25 - 50 - 100 - - Turtle Goals - - Score from a hit while upside down.

Just like the requirements for getting one of these, all tasks must be completed in an
online public or competitive mode.
Dwaggienite listed a good way to match up with a friend in 1v1 to boost these.
Easy to match with each other if you look at the server name. It'll be:
ABC###-ServerName
ABC = Region = E.g. USW = U.S. West.
### - Numbers - up to 5 numbers.
Servername - The name of the server being connected to.
You'll only see this for three seconds so be very careful when attempting to connect to a friend.
If you want to go the long way, I would suggest using Doubles for earning most of these. A good teammate can help you get the shots on goal, goals and wins easier than the other modes. For defensive requirements like saves and clear balls you'll have more opportunities in solo, but it may not be easier than doubles. Everyone has a different play-style so test what works for you.
You can track your progress by going into the garage and viewing the item. The achievement tracker goes up by 33% each time you level it up. If you get one that is going to be practically impossible to pull off then just keep playing and hope for another or trade with someone. You can have more than one at a time so it's just a matter of time before another drops.
There was a shortcut that worked for a while that seems to be patched. I've left it below in a spoiler for anyone that wants to try anyway.

Once you earn the "One Better" achievement for ranking up a certified item one time, there is a trick to unlock this early. Simply quit the game then start it back up. Check your achievement progress to see if it says 66%, then close and restart again. After that it should unlock. This doesn't have to be done immediately after earning "One Better" just anytime after that. Thanks to Sunhize for finding this! You may have done this without even knowing it.
NOTE
There are some reports of the shortcut not working. You can try the below method by Nicodamus instead to see if it helps you.
What I had to do though (like some other achievements for this game), was to switch user to guest (using the button with the 2 squares on controller). Then force quit, load up the game again, accept agreement and then switch back from guest to my main. Then repeat it once more. Might be helpful to someone.
