  Marion, Willie and Elsa are each in different stories. Use two controllers, make sure nothing's in the way (chairs, people, etc.), use Indy and face her, and press B to throw the whip at her. It should wrap around the ladies' waists and pull them close.
  
  This MUST be done on Story Mode, as I learned through much hassle that it would not work in Free Play. (Edit: Some players have reported it unlocking during Free Play, but I spent like an hour trying. Maybe I was doing it wrong, but if you're having trouble unlocking it, try it again in Story Mode.)
  
  There are nice slow scenes to do this at the beginning of the following missions:
  
  Marion: Raiders, 2nd mission ("Into the Mountains")
  Willie: Temple of Doom, 2nd mission ("Pankot Secrets")
  Elsa: Last Crusade, 1st mission ("The Hunt for Sir Richard")

  I have to reiterate Shadow XBL "I think you need to be directly facing her and just the right amount away."
  I still have to get Elsa, but the other two took me like seven tries before landing the kiss. Just get everything out of the way and use another controller and keep pounding B. It seems to happen randomly at about close-to-somewhat-little distance apart.

  I just popped this using Sashamorning's suggestion of using stories:
  Marion: Raiders, 2nd mission ("Into the Mountains")
  Willie: Temple of Doom, 2nd mission ("Pankot Secrets")
  Elsa: Last Crusade, 1st mission ("The Hunt for Sir Richard")
  The last two have an extra character that can get in the way or just be annoying, and I found it quicker to score the whip kiss by killing this fellow character first. Like super quicker once I killed that extra dude. He will come back quick, but still it helped to kill him away for a second.

  There's a trick to this that everyone is missing. Yes, it works in both Free mode and Story mode. Yes it's easier to do with two controllers so you can keep the female character from wandering away. The trick is that it will only work when the female character is "distracted" by checking her nails, her hair or otherwise moving her hands around her face. You can "whip" at her 100 times without that last piece and nothing will happen, but if she is checking her hair it will work every time.
  
  Also, Marian seems to take a lot longer to do this than Elsa and Willie.

  You can use your whip by pressing B when playing as Indiana Jones. Face the woman, and use your whip to pull them to you and kiss them. This can be done in any mode, and is easiest done with 2 controllers, that way you can control the girls so that they don't wander.
  
  Marion first appears in the level "Into the Mountains."
  Willie first appears in the level "Shanghai Showdown."
  Elsa first appears in the level "The Hunt for Sir Richard."

  the shanghai showdown level you don't start off with the whip in Story mode use the next level after showdown

  This should be the best solution since it was the only one that mentioned you had to be facing them! Waited around for 15 minutes trying to get them to idle and then got it in literally 2 minutes after finding out you had to be in front lol

  This can also be completed in the Ancient City. Once unlocked use a second controller to select Willie, Marion, or Elsa. Use any indiana Jones and whip until you get the kiss. Exit the level, and then reload with the next woman.
  
  I did find the hit detection for the whip and kiss is a bit clumsy so take your time and be prepared to whip often.

  I have found that this achievement can be done in free play and can be done on any level you wish. 2nd controller is helpfull in doing this. Just select any two of the girls and whip away untill you get the kiss.

  After you have unlocked all three ladies in story mode, they will be in Barnett College, in the room with the key to the "secret" museum area. DRmsr was helpfull with the tip to wait for them to be distracted. No entering/exiting levels required.
