A prisons value is determined by
Bricks and Mortar...
Fixtures and Fittings...
Stock and Materials...
Prison Capacity...
Cash (That you have readily available)
Outstanding Bank loans (This will either be 0 or Minus)
Starting Grant ( Always Negative so don't worry)

Your value can be seen under the "Valuation" Tab when pressing Up on the D-Pad. You need to value your prison at over $1Million and then sell it through the valuation tab.

The best way to go about this is working towards other achievements for having 500 prisoners and finishing all grants. A prison with over 500 Capacity will also be valued a lot for the size and staff that are required to run it. Once you sell a prison you can still run it, you just can't sell it again.

Some good ways of getting money is through completing the Grants that are given to you ASAP.

I also found a lot of money in setting up Reform programmes like Drug/Alcohol Rehabilitation as well as Kitchen safety, Workshop safety, Foundation/General education programmes. This increases the reform rate and allows people to apply for parole. Every early parole you meet will earn you an extra 3K. If you only take in low/Medium security prisoners and meet all their requirements consistently then they can focus on Reforming and getting out which means you can bring more to send back out on parole. (If I recall you need a parole programme for each visitor table, so if you have a large amount of prisoners on parole then make sure to set up a lot of programmes to get them out faster.)

Exports are another good way of earning money. A workshop can bring in a steady income when inmates are trained in workshop safety. You can also train them further in Workshop Apprentice courses which allow them to make beds at carpenters tables which sell for a lot more.

EDIT: BryanRPH has reminded me that you cannot sell your prison, if there has been any deaths or escapes within the last 24 hours. So keep that in mind when building your prison.
