  If you want to get this achievement really quickly, what I did was i ran up to the current Overseer, killed her, looted her body for the Vault Tec Experiments note and got the achievement!
  I'd recommend saving before doing this so you can complete the quest lines in the DLC.

  Update: It seems like this might not work if you're in the middle of one of the Vault 88 quests. I tried a few times in the middle of the power cycle quest to no avail, but once I finished the quest I tried again and it unlocked.

  Following the slot machine experiment on Clem for the Lady Luck quest, the overseer will talk with you and you'll be presented with 4 options to complete the quest (and subsequently the whole DLC). If you press X for the option that asks you to convince the overseer to remain at her position, you will NOT get the achievement and will have to reload a previous save and pick a different choice There's no reason not to just keep tapping A though, as not only will you get the achievement and complete the quest, you'll still get the special outfit from the overseer as well
  
  Edit: This achievement was originally thought to be missable since the overseer can remain in her position if you press X in the final conversation, though @Trevis tested killing her after letting her remain and still got the achievement

  I convinced her to stay and I killed her right after and got the achievement and nobody cared. So its not missable.

  As a heads up, if you kill the Overseer, then the other residents will try to kill you.

  When you meet the overseer in Vault 88 just kill her and grab the Vault-Tec prototypes.
  Make sure to save before so you can go back.
