Any building that isn't a Wonder of the World is a special building, the quickest buildings are Temple, Barracks and Library. They cost 40 recources which isn't much, just set your city to Construction and you will have this in a few turns :)
You can also rush the construction by spending Gold but it isn't worth it since you'll get this quickly anyway.
