My solution for this, was to stand behind my teammates (as she's pretty weak) and wait for a Reaper (in my case) to charge in around the time people start using their special moves. Another great idea is to hit someone like Roadhog as his special is obvious and has some time to it.

Note: Several reports that it doesn't seem to work on Bastion's ult or others. [Thanks PJTierney]

[Light Buster has pointed out: "The achievement won't work for any character whose Ultimates are on timers including Bastion, Genji, S: 76, Torbjorn, Wintson, etc."]

(let me know if you've got it on a against a character so I can add it)

Shoot them with the Sleep Dart and they will go down, it took a few seconds then the achievement popped.
