The technological victory is the most difficult victory to obtain. Science decreases the time it takes to research new technologies, but what you need to get is a large city to get technology.

Concentrate on expanding your city first, you can get the items that increase science (Library, University), but also get the Aquaduct, Courthouse, Harbour, etc...,as they increase the amount of tiles you can use (Food tiles in this case). The faster your city grows, the more science tiles will be available for use, thus increasing your research speed.

Once your city becomes large enough (Level 31 is the largest), select "Science" from the "Manage Workers" section. This will make your city's main tile Science (Population will increase, but production might completely stop)

Research Space Flight when you can, and build all the pieces to eventually win the game. Building only one of each space shuttle piece will win you the game.

You have to take into consideration that it takes time - in-game - for the shuttle to reach Alpha Centauri, and adding items onto the shuttle will increase the weight, decreasing the propulsion it travels. Building more propulsion onto the shuttle will increase speed.

Once the shuttle gets to Alpha Centuari, you win!

Brief Note - Wonders:

Build once the "Oxford University" wonder when you can. It automatically gives you an advanced technology upon completion.

If you are trailing behind technologically (and the option is still available) build the "Great Library" wonder. This gives you technologies that other civilizations have discovered already. This wonder becomes obsolete when another civilization discovers "University".
