As that description says, buy a bunch of stuff in the store. If you're also going for the Teletraan 1 Regular achievement , then you probably bought the perk that gives you a 25% discount on everything (and if you didn't, you should). If you do that and buy everything once, you'll still have around 30,000 or so money to go, which means grinding. Luckily, there's a handy-dandy grinding spot.

Load up chapter 8 on easy, and play through the first half of the Bruticus section (after you destroy a big turbine). You'll come to an area with two big cannons and some big portions of cover. Hide behind one of the barriers, use your cn_RB ability to kill all the shotgunners, wait for your ability to recharge (while the enemies respawn), and use it again (if you have the perk that lets your ability recharge faster, it'll come back just as they get to you). Every time you do that, you get 600 money. Essentially, just get to this spot and mindlessly mash cn_RB until you have enough. I did this for about 45 minutes and got around 150,000 money.

Do that, and you should get all the money you need in no time. If you're out of upgrades to spend money on, just keep re-buying T.E.C.H. until it pops. If I messed something up or you have anything to add, let me know and I'll edit (don't just downvote with no comment, that doesn't help anyone).

Here's a much less grindy method of unlocking this achievement:

I would advice if you're just starting or mid-campaign to only spend money on buying perks (especially if playing on hard) and save the rest. Only spend to unlock a weapon in Teletraan that you plan on equipping every time you visit a station.

Chances are you already beat the game, and this is your last achievement to get. So if you can't do the above, just collect a decent # of credits. Around 10,000 or so.

Chapter XIII: Till All Are One is where you will knock out this achievement.

At the very start of the chapter, there are boxes to break giving you an extra 1,200 credits. There's also a Teletraan station.

Access the Teletraan station, go to Assault T.E.C.H. and alternate between buying Dimensional Decimators and C.L.U.T.C.H.s.

The first 2 or 3 purchases might not count, but if you have your achievement tracker on, you will begin so see the bar fill up as you buy more.

The good news is because the game does not save after buying these items (like it does after you buy an upgrade), you will reload with all the credits you started the level with if you pause and restart checkpoint. Your achievement progress will be retained.

This beats spending lots of time replaying levels or grinding with Bruticus.
