Plate Launcher – Go to KokoNutz Sports Town in the Palisades Mall soon after 7am on Day 3 (thanks to Cormac for confirming the time) and you will find the door in the back labelled Tape It Or Die unlocked. Speak to the four survivors in here and Wallace will ask you to bring him a Cement Saw and Plates. Do so and he will hand over the Combo Card.

Blazing Aces – Firstly you must have spoken to the Tape It Or Die guys on Day 3. You must also have completed all Case Files up to and including 5-2 but may want to hold off doing 6-1 until after getting the call for the call for the TIOD guys (thanks to Gacys Clown and x DRabNORMal x for the info). At 9:15am on Day 4 (thanks to Vestri Sator for confirming the time) you will receive a call giving you a Case to rescue them. Bring them back to the Safe House and you will receive the Combo Card.

Exsanguinator – Firstly you must have spoken to the Tape It Or Die guys on Day 3.

Power Guitar – Bring Floyd from the Case “Rock Heroes” back to the Safe House and he will give you the Combo Card. “Rock Heroes” starts around 4am on Day 2 on the Silver Strip.

TheBongoFuryThe best method to beat the 3 poker players (which you need for the Tape it or DIE! quest to unlock) even though somewhat risky:
I beat most players when going all in with good cards. It saves A LOT of time when you are in a tight spot. (I did not know I had to beat them and let me join them in the first place) so I was at 10.30 AM. Almost 90 fake minutes from losing the quest)

So: If you are in a tight spot: See which cards you have. If you have good cards, go ALL IN. There is a big chance the other players will follow you and go all in.
I won once with two pair, got rid of two players, lost once against the final player, went all in, won with 3 of a kind.

Boss Complexjust some added info - (to continue from TinSigmund666's comment above.

if you plan ahead or are just not "tight on time", you should always pick up the 3 gambling books before playing poker (either the recruit survivor mission, or the poker games in the warehouse afterwards) these books significantly increase your chances at getting a good hand, i honestly know very very little about poker, and these books make it almost impossible to lose ( ALMOST ) .. like tinsigmund i was usually just bluffing my hand and going all in, which you will usually win, and keep repeating till everyone else "busts" out.

*just a quick note, some AI can be a pain and will always fold, try betting a few time first (nothing too high, to scare them off) to bait them into betting.

Gambling 1: Book Shop, 2nd floor in Royal Fush Plaza.
Gambling 2: Book Shop, 2nd floor in Palisades Mall
Gambling 3: northern Casino on Silver Strip

Elite1111111111Just a note, I seemed to have screwed myself out of getting this in my current playthrough.

Was playing in Co-Op, and saved the Tape it or Die guys at the same time as I was saving Rebecca for Case 6-2. It skipped the rescue scene where they give you the cards and went straight into the next cutscene when we got back to the safe room.

I'm guessing it was just the case that messed it up but figured I'd mention I was in Co-Op just in case that contributed.

Maughty BearYou don't need to complete any cases to be able to do tape it or die 2, the game doesn't actually end till 10:00 AM. Also the time is wrong for tape it or die 1, it starts at 6 AM
