The Workshop is an upgraded version of the Toolshop. So you have to get lucky and spawn one of those first and then get lucky again and hope the toolshop upgrades to the workshop and not a geologist. Alternatively save often and reload if you don't get the spawns you want.

The Toolshop itself requires 15 wealth and 15 technology to be in use by the village and can spawn in any biome except the ocean although I had the most luck in deserts and swamps.

The Workshop requires 25 food, 70 wealth and 70 technology to be in use. The workshop itself will have one of three specializations. These are:
Inventive Tycoon which give +30tech for each different mineral from Marble, Quartz, Salt or Iron.
Sweatshop which provides +1 tech & +1 wealth for every 2 food in the village borders.
Steel Works which adds 25 tech & 25 wealth for each iron and copper in the village borders and can stack twice.

When I completed my first Workshop I did it after the era ended by selecting to continue playing. My first workshop failed as it had the Steel Works specialization and I had no iron or copper. The village then tried to build the project again with the Sweatshop specialization and it proved to be quite simple, I already had most of the resources / infrastructure in place and the extra tech and wealth pushed me past the requirements.
